Official IE blog about the support of flash in IE 10. Microsoft integrated flash in such a way that their is no need to install or download flash manually. They will come pre-installed. But IE 10 will not support playing flash on any website. Only those websites which are listed in the Flash section of the company’s Compatibility View List will be able to run flash.
