Word on the street is that Windows 8.1 has been released to manufacturing (RTM)

Paul Thurrott tweeted on August 23 that Windows 8.1 has RTM’d. Apparently the final build number from Microsoft is 9600.16384.130821-1623.

In addition, Mary Jo Foley spoke to some contacts who essentially confirmed the assertion after checking with some of her internal sources. The rumor is that Microsoft waited to RTM because of the news about Steve Ballmer on Friday.

It seems weird to me, I would have assumed that they would have waited for a triumphant RTM announcement and then had Steve Ballmer resign a little later.

The real question will now be whether Microsoft will release the code before the announced October release date. At this point, that’s not clear.

What’s also not clear is whether the improvements provided by Windows 8.1 will be enough to stem the reputation bleeding that Windows 8 has taken. At this point, it seems to me that people are generally lackadaisical about the whole thing and may be waiting for Windows 9.

Or maybe not even waiting at all. What do you think?
